SIM is used as a community strategic planning tool to assess available resources, determine gaps in services, and plan for community change. The goal of SIM is to improve responses for individuals with primarily behavioral health issues who are involved in the criminal justice system while enhancing public safety. Individuals are diverted from the corrections system to the extent possible and into treatment.
